No incentive was planned to support such behavior. Employees are to blame, not the bosses.

The main reason is that these bosses worked hard for their bonuses, they got used to them, adapting to a lifestyle consistent with a claw back could be unbearably stressful.

Let’s blame and punish the lower ranks and dance, till the music stops.
